Time fleets rapidly,24 days have elapsed since my arrival at Japan and 21 since I had the honor of informing Your Excellency of it and of its object.Two weeks have passed since you received the translation of my full-powers.Does not Your Excellency think that if your Government is willing to conclude a treaty with Spain,it is time to commence negotiations?
If I had many months at my disposal I would await patiently your answer,but,unfortunately,it is impossible for me to remain in your beautiful country later than the 20 of October,as my mission at Peking claims my attention before the end of November.
Therfore,if you are desirous,as I trust you are,of treating with me,I beg that our negotiations many begin soon and proceed swifty as September commences and I have only 90 days left me.
I avail myself,Monsieur le Ministre,of this opportunity to renew to Your Excellency the assurance of my high consideration.
